Simplified Meaning:

When you lead a group of people, it's important to first build a strong relationship with them before you start enforcing rules strictly. Think about a teacher in a classroom. If the teacher starts the year by being overly strict and giving punishments before the students know and trust them, the students may become resentful and won’t listen or follow instructions well. They won't respect the teacher, which means they won't learn or behave properly. On the other hand, if the teacher spends time getting to know the students, showing they care, and earning their trust and respect first, students are more likely to listen and follow rules because they feel connected and understood. However, even after building this good relationship, if the teacher never enforces any rules or consequences, students may start to slack off and misbehave because they know there won’t be any repercussions. So, for a leader to be effective, they need to find a balance between caring for their team and enforcing rules consistently. This way, the team will be respectful, cooperative, and productive.
